APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge be corrected to reflect his medals and
decorations for his service in Da Nang, Vietnam.

APPLICANT CONTENDS THAT:
His DD Form 214 does not reflect his medals and decorations for
his service in Vietnam.
In support of his request, the applicant provides copies of his
DD Form 214, DD Form 1351-2, Travel Voucher or Subvoucher, and
photographs.

STATEMENT OF FACTS:
On 23 Apr 65, the applicant entered the Regular Air Force. He
is credited with 11 months and 16 days of Foreign Service.
On 16 Jan 13, AFPC/DPAPP notified the applicant that they were
unable to verify any service in the Republic of Vietnam.
However, they were able to verify and confirm Foreign Service
boots-on-the-ground (BOG) at Nakhon Phanom, Royal Thai Air Force
Base, Thailand. His DD Form 214 reflects that he served in
Thailand from 29 Nov 67 to 14 Nov 68 for a period of 11 months
and 16 days.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of the applicants request to have
his records corrected to reflect service in Vietnam. A review
of the applicants master personnel records and documentation
provided failed to substantiate Foreign Service time in Vietnam.

AFPC/DPSID makes no recommendation. DPSID states that based on
a review of the applicants records he should have been awarded
the Vietnam Service Medal with one Silver Star (VSM w/1SS), the
Vietnam Campaign Medal (VCM), and the Republic of Vietnam
Gallantry Cross with Palm (RVNGC w/P) during his service from
23 Apr 65 to 14 Nov 68 and his records will be administratively
corrected.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 19 May 13 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After
thoroughly reviewing the evidence of record and noting the
applicants contentions, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our
conclusion that relief beyond that already granted
administratively is not warranted. In view of the above and in
the absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

THE BOARD RECOMMENDS THAT:
The applicant be notified that the evidence presented dis not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
